Setting up two 'welcome' games instead of just one would not be a bad idea, as long as one is playing black and the other playing white.
New members need to get those first 20 games played so they can get rid of that provisional rating status, and this would help!.

After further thought, it's probably fine the way it is with just one game at the start.

Then if you get a newbie that is actually going to stick around and play you can always start your own extra game with them.

And I encourage them to go ahead and get some more going as soon as possible, explaining that once they get the first 20 behind them it becomes easier to get games.
