Meet-up Threads

Could there be a place for only meet-up threads and like the Announcement thread, new threads only started by Russ. Could a new thread be Private messaged or E-mailed to all users. Then the person who asked Russ to start the thread could take it from there. I think this would benefit the meet-ups.
