Will the notes (if any) scribbled down during the game be included in the *.PGN-file? If not, it might be usefull.

No, it doesn't.
Yes, it would be useful.

I agree, the notes should be included in the PGN-file.
On the other hand, it is readable by other players, even your opponent, during the game.
