When I click reply and quote its putting an extra "bold (b)" tag in sp everything I type is bold....

figured it out... when someones bolds something and forgets to close the tag and then someone else reply`s and quotes... it just imports the previous tag and doesn`t close that one....

It happens if the close tag gets cut off in the [text shortened] cut.

I posted something about this a while back. If you are really worried just stack the beginning of your posts with close sections.

Eg. If the post you are quoting has italic sections stick a [/i ] at the beginning of your reply. That way it won't leak.
