I quite like the bumping idea:
If your rating is higher than the band + 50 points margin, then for the next round you switch to the parallel tournament in the next band up. I only see one disadvantage, that you have to tie the banded tournament next round starting times together.

Coming back as a new player:
By this I understand: letting membership on an account lapse, creating a new account with playerNo2@freeEmailProvider.com, and paying the dues again. I really don't see the point - any previously earned tourney victories will not appear on the new account.
I guess that if someone is desperate enough, there are ways around any attempt to fix a rating system.

Swiss, rating floors are just a broken concept. They only sort of work when there is a limit on the number of games possible. Here, it is far too easy to have over 1000 games in progress, and to resign them all.

You might want to revise a sentence or two there. If they were 'just broken' they would not even 'sort of' work.

The new player thing .It is quite clear that the people who do this sort of thing just want the " Glory " of winning a tournament and will do any thing to achieve that ,so I suppose that what ever happens it will still go on
