Heres a guess for an answer.
Each forum has a single page listing all of the thread titles.
The most recent thread activity is at the top, and the threads work their way down to the bottom of the single page.
Some forums are very popular so they have plenty of new threads and activity every day, and so you have to schroll down quite a bit on the page to find the closed threads.
Other forums are not too popular so you don't have far to go to hit the closed threads.
As far as I know, a thread will be closed after a specific amount of time has gone by with no new thread activity. But those closed threads are not removed. You can go back several years in each forum, to the first thread. All the way to 2001 in a few of them, I think!
It can take a long time now to get to the first thread in some of the forums.
But remember that all of this is just a guess, GBS, so if I'm wrong someone might come along and have a better answer for your question! 🙂

And of course some are closed by moderators.
