Its a very good idea. The short term effect would not be all nice but over the long haul there are outweighing economic benefits. For it to work the societies would have to be pretty compatible in the sense of religion and culture etc.

African nation states generally have weak governments and an ineffective, decentralized bureaucracy, which makes it relatively easy for people to cross borders and move elsewhere. There are only a few countries which track which people are living inside their borders, and many rich Western nations (e.g. the US) are not among them.
