I've met plenty of Christians that do.

Also, when the 'There are those who believe Trump was appointed by God' thing was a news story in 2018, even Fox news was reporting that Romans 13 was being cited.

If there are far-right people who describe themselves as "Christians" who only apply Romans 13 to governments they agree with, then that is presumably a misuse of their scripture.
