Some people do, but it is not canonical law or anything -- and it is also true that condoms did exist in the era where this was discussed.
What does that say about the importance of having children? The instruction is not simply for clergy.
I honestly think it is a situation where there are very few exceptions for married couples that should not have children.
But it is also true that there is no burden for a celibate person to enter into a monastery or some such because it should also be understood that the monastic status in life is not simply a vow of chastity.
