The thread OP is a hypothetical question. If you still believe ~ after this has been explained to you at some length ~ that it is a "vile and disgusting attack on schizophrenics", I suggest you send feedback to the website.
The words "culpability and responsibility" have moral connotations. That's why this thought exercise is, at its very root, about the link between morality and crime.
Nobody on this thread is blaming people with mental health issues "for most of the violence on this earth". If someone has alerted this thread for that reason, then they are being just as daft as you are.
People can click on it - thinking, gosh, what's THIS about? - and find that it's a hypothetical question about the link morality and crime in the context of the US "culture war".
