Yes you are right, but that is a poor understanding of the difference between the old and new covenants, and why there is such a discrepancy.

Events unfolded in such a way, due to Satan's obstruction, that almost made it impossible for a virgin to be left to bring forth a savior, if God had not taken drastic measures by introducing the law. The law placed consequences on sin, to slow down man's corrupted nature.
There was no savior available like we have now.
