Well an interesting thought. They should be viewed as something this bad. But if you look at what the other beast in Revelation represented, they all refer to mans governments. The one with 7 heads and 10 horns representd all the major world powers that have existed. The ones that had 2 horns were just dual or joint world powers.
But this new beast that comes up later out of the earth shows a really strong beast or government with the 2 horns again but smaller this time.
This beast is said to appear towards the end of this system. So even though it is really strong, it seems to have horns that are small and not very imposing, almost peacefull in apperance.
Any ideas on what this would repesent in our day?

Excellent point. Again the beast was shown to be in existance during the last days and have common goals or influance on the rest of the earth.. So it would seem to apply to the American/ British world powers. Not that there aren't other powerful govenrments but these two would seem to fit this description. Most other giant world powers seem to go it on their own. But still none have had the effect these two have had on this planet. And the two small horns which would seem to portray peace like a lambs would is only a facade because most of the world knows what these two governments are capable of doing as for a military might. Just a thought...
