Yes. In fact, the original apostles were sent to a school of theology by Jesus before they were allowed to venture out and preach the good word. 😛

The simple answer is "it depends." There are people preaching who literally woke up one morning and decided they had something to say and started "preaching." "Bonifide" ministers usually have a bachelor's degree followed by a master's degree from a seminary or divinity school. There can be other training that goes along with this such as field placements and clinical pastoral education, which is rigorous training in itself. Jimmy Swaggert never had it. And then there are those who are really terrible ministers who get PhD's and teach others how to do ministry.
