How many players are going to the next round?
If only 25, then the paring would be difficult.
What about 32 or 64 or something else makes else???

why would that be difficult, Harri? 5 groups of five. and a final round of
five. That is what I expect at least. to be confirmed by the organizers.

The top ranking groups have very strong 1600-1700 players; the
chances of winning for the remaining members of these groups are
very small. Better chances for the bottom-end groupings.
