But can some programme be written to lock in the player while the International is in play.

It might be good for a bit of fun but my country wouldn't even pick me to represent my local town, let alone the nation. Then there's the old problem of a British team or English, Scottish etc.
It could be done through clans, I suppose. There are already some nationalistic clans set up, e.g. French, Brazil.
