This only makes dropping games half as effective from days 101-356.
A person can still drop a bunch of games and enter tournaments he should be rated too high for. Someone could still drop from 2000 to 900 and enter 1400 banded tourneys. This really doesn't effect the sandbagging problem at all.

Not for 365 days he can't ( can't go below 100 of his highest points )

Not only do I lose 32 points, but lots of other people in the tourney do, too.

I understand the reasoning but feel a sledge hammer used to crack a nut. Bad news as far as I am concerned.

Perhaps ratings should be done using the new formula this would address your concerns and fix the T E R at the same time.
It would certainly help in Clan Challenges
