I believe you are correct, some Clan Leaders can't reach an agreement what ever the reason may be. Some of it is personal, some of it has to do with believing the Challenge to be unfair.
I know many other Clan Leaders feel the same as you do too. Personalities get involved and Clan Leaders can't be expected to play Clans they have been feuding with for years!

Some of it has to do with the stubbornness of the other clan leader, who can’t believe that others can believe something different.
A good reason I wouldn't attempt to be a Clan Leader, and at most would only fill in until one was found, or if Clan leader was unable to continue until a full time Clan leader was found.
I know right now there are many Clan leaders I wouldn't see eye to eye on matches as I study the players very closely watch games, and know many peoples TRUE RATINGS, not the rating that is showing. IT takes years as you know to know the TRUE RATINGS of players. I am sure you are one of the Clan Leader who have a good idea. I know everyone tries to get an edge, some try for a landslide.
I am not talking about anyone in particular or mentioning any names, but we know it is true.
