Non-citizens are not allowed to vote in federal elections. It's already a crime, so there is no need to double-criminalize this. There is also a strong incentive for them not to vote: if they are caught, they get fined up to 100,000 USD, sent to prison for up to three years, then deported, which is the last thing they want.
The number of illegal votes cast by ineligible non-citizens is insignificant.
