I would think that each of the major countries assumed the others had "Manhattan Projects" underway.

(You can't believe what just happened! Before I posted this I took a drink of coffee and evidently a wasp had fallen into it from somewhere. I just got stung on my tongue! Used mouthwash. No terrible swelling or pain yet but it does hurt. God, what a creepy feeling. And yes, I spit it out instead of swallowing it.)
