Yes, it can. If all housewives with grown-up children (try to) find a job, thousands of lives will be saved in a variety of ways, and the quality of life of the general populace would increase as well.

the thing is, we are all making choices. sure, someone who works two jobs is pissed at the heir who doesn't have one because daddy took care of that. life suks, some people have money and some don't. but are you saying that after all taxes have been payed, after all that is required from every citizen has been dealt with, the heir has no right to spend his money and his life as he sees fit? will you dictate him what to do? will there be a labour office where every citizen is required to report for job assignment? is this the kind of society you are wanting?
the thing that you do not want to accept is that we do not live to work, we work so we may live. but if our needs are taken care of, you may not work at all. the state cannot demand you work because that would be forced labour, a sort of payed slavery. the state can demand you pay your taxes and thats it.

not care. If she is earning an income it gets taxed like everyone else,
if she is spending money when she buys something it gets taxed like
