There are professionals on set who know guns better than most actors, and they're hired to keep this stuff in check. They also have reputations and they know a lot of the set safety is on their shoulders. ADs should never be taking that authority on themselves.
Like any activity where there are union jobs, everyone who has a responsibility for safety has their job to do. They should be allowed to do this job without being superceded by idiot ADs or anyone else not sanctioned to actually DO that job, including the actors themselves.

But this shouldn't even be the issue. The issue is the gun being loaded and being handed to Baldwin without being checked by the prop gun person.
The person at fault is the person handing the gun to Baldwin and telling him it was safe when it clearly wasn't.

They should have waited and sued the actual person at fault. The assistant director, who was so exasperated by delays on the set that he just grabbed a prop gun off the prop cart and told Baldwin it was safe without checking it and without consulting with the prop person whose cart it was. I do not understand why the AD still hasn't been asked the hard questions about his actions that day.
