Clearly, a gun won't fire without the trigger being pulled, unless it's dropped with another force (in that case gravity and impact) acting on the hammer, so Baldwin saying he didn't pull the trigger is lying.
But this shouldn't even be the issue. The issue is the gun being loaded and being handed to Baldwin without being checked by the prop gun person.
