When it dropped the gold standard in 71, part of them staying at the top was an understanding that America's burden if you like was to ensure the trade routes of the world were free. Also there was an obligation to provide AID.

? Anyway, each state has a dept of education. MS teaches how to avoid pregnancy, Utah teaches economics and the complicated landscape of mining, oil production, ranching. Iowa, teaches maybe the world of agriculture. We got it all covered, little feller, each state putting money and efforts to make their states grow and successful (Libs hate that word).
So, they are doing fine without funneling tax money to DC, only to have it turned around and sent back to them, ....with strings attached. You silly guy.

There's a difference between responsibility and obligation. Its not a great difference but it is different.

If its your obligation to pay the household bills, then its a legal requirement, possibly backed up by a court order. If its your responsibility to pay the household bills there is more flexibility in the arrangement. You are not compelled to pay, but your responsibility as an adult/parent means you do the right thing and pay.

Now America's obligation, while not legally enforced, nevertheless was a tacit understanding of its responsibilities for being the host of the world's reserve currency. (see how I managed to put both words in the same sentence)

I guess you and I do not agree on the def of 'the right thing'. You leave a lot of room for discussion on that one. Be careful, Marauder may jump in, applying Natural Law to the right thing, as we have world 'negotiations, responsibilities and obligations' all bouncing around to be defined.
