Babbitt's statement wouldn't be admitted for the truthfulness of her assertion that "they're not gonna stop" but for her state of mind which was in support of the officers letting the mob into the area where members of Congress and their staff were being protected by armed guards. She obviously showed that support by being the first one to enter the area (and the last one due to the officer's action).
No video shows Babbitt clearly saying anything in front of the Speaker's Lobby AFAIK. There is a video where she claims 3 million people are there to support Trump.
