He wants to double the capital gains tax. EVERYONE will pay it, not just the $400K people. If you receive a taxable gift, a business, a farm, you pay the ordinary income tax rate. If you sell, the same rate of tax must be paid. BTW , that is TWICE the rate charged in China. Ohhhhh, that Joe. But I do hear that he is nice.

My sincere thanks for your desire to "prepare everyone" Lost however in your thinly veiled slam at President elect Biden, is the fact that the vast majority of these taxes are aimed at the 1% , and not at the working class, and since gas prices have dropped nearly 25% in the last year (nearly a dollar a gallon) 30- 40 cents a gallon tax will hardly break the budgets of the working class, many of whom now work from home anyway; and YES! gun owners should pay taxes on their pop guns. Our national debt is at nightmarish proportions skippy (the debt Trump promised to pay down 4 years ago and only made worse) You seem to have a problem with basic arithmetic. Joe Biden wants to balance our budget and you just go all to pieces, don't you?
