Not in an open convention. The delegates do.

Not only open conventions either. Look into how the democrat's super delegates work during the primary election. Majority votes are merely a suggestion because super delegates do not have to vote for your majority suggestion. They didn't for Sanders in Michigan. The DNC rigged the process that way. The RNC also has unpledged delegates.
