They are saying that they will have presumption against prosecution after five years. This is to protect from shyster lawyers who trawl old conflicts for a cut of the damages.
Presumably the Chinese beasts that are raping Uighur women inmates of the Re-education camps (sarcasm) will have immunity from prosecution as will the monster doctors carrying out forced sterilisation.
It’s worth noting that the Chinese are committing these crimes in peacetime on their own civilian population. Anyone care to guess how badly they would treat civilians unfortunate enough to be in the path of the Red Army.
I think the Chinese should wipe that smirk of their face and accept their place as premier league hypocrites.
