Communism = those who produce are in control of production.
Any form of centralised power, which isn’t controlled by the producing classes is not communism. Even if Stalin said so.

Nobody really owns anything.
The proletariate (the people) decide how they want things and the government (the executive) has to make sure it happens.
Generally, what you would get is that there is a pool of housing. Out of that pool, you get a house. And you can live in it, nobody else is allowed in it, etc.
Exactly like now. Except now you own a bank money; under communism, you don’t own anybody money. You just have a house to live in. So, if you become jobless (basically not possible in communism) or ill, nobody can foreclose you and boot you out of your house.
Same with cars, gardens, etc.
Think of it as a pool of money from which various pools of commodities are created. And each person can get what they need.. and want…
Naturally, looking at the current set up, it sounds like a fantasy. Something from, say, Star Trek. Which is basically a communist society of sorts.
So, no, the country doesn’t own everything, the people do. The country is rsponsible for executing the will of the people.

The kibbutz in Israel is a socialist principle and worked quite well until they started investing in the stockmarket (utter madness), but that’s not a country, but micro systems within a country.
Many socialist / communist practises have been adopted in many countries (health service, minimum wage, education for all, etc.).
The essence, though, is that communism isn’t an alternative to capitalism, it’s what capitalism evolves into (friction between the producing classes and the owning classes). And places like China, Russia and Cuba never had a functioning capitalist society to evolve from.
So the version of communism that was adopted in those places had no fundaments within society to grow on. And it’s plain what happened there.

We’re used to the executive having powers and being held accountable by the parliamentary chambers.
It could work like that, however, generally, you want the parliamentary chambers wielding the power and holding the executive to account if they don’t achieve what parliament tells them to.
And emergency powers? Obviously this has to be possible, but it has to be limited in time and scope.

According to AvJoe, Trump wants 10 percent tariffs (which is a tax) on all imports. If he's correct, that will make businesses lose money. This will increase the price of products for consumers.

Every communist country has followed that path of least resistance. All that ends up doing is replacing the ousted elites with a new crop of elites. USSR, China, Cuba. Add in North Korea if you feel generous.
