What are the conditions for emergency sale that bypasses congress?
What is the criteria for the President to do an emergency sale? And why did he do it? Didn't he have faith congress would give Israel the weapons or was it a matter of time and nothing else?

Hamas is no threat to the US and Israel hardly needs 14,000 more tank rounds against their overmatched "army".
