Did anyone see the waving bear in a Chinese zoo?

It's a Dutch link, but the video's all the same (and the bear obviously isn't speaking Dutch. Or English. Or Mandarin for that matter).
Anyhoo, reading the newspaper, I was drawn to the title: "Chinese zoo denies that bear is a man in a suit."
I mean, the mere fact you have to deny this is interesting enough.
But... then you scroll down... and read (and I've translated this for you):
"In the past, Chinese zoos have been accused of deception. A Luohe zoo once tried to pass a hairy dog off as a lion. And a zoo in Henan was accused of painting stripes on a donkey to make it look like a zebra."
Now, this obviously piqued my interest.

Anyhoo... not really a debate. I'm sure we're all in agreement that fake zoo animals in China is a thing of majestic beauty.
