Russia could never hold Alaska especially during the cold war.
The greatest natural resource is a skilled population. Most of these Eastern countries still have a long way to go in that department. There are countries with almost no natural resources and they fare very well, and many with abundance and still live in squalor.

Each country will choose.
So if a country has its own oil supply and resources then they can build gasoline cars as long as they want.

We have cars now that are from the 1930's still running so your timeframe needs to add another 100 years.

Eventually car Tech will make gasoline cars obsolete but not in 30-50 years.
