Actually, if it is not perceived to be beneficial to both parties of the agreement then I predict no deal will be struck.

Good prediction. The difference is that under Chavez one of the parties is the Venezuelan people rather than merely the corrupt elites who were willing to sell Venezuela lock, stock and barrel to foreign rich guys if a small piece was thrown their way. That's why the man keeps winning elections; the Venezuelan people know the history.
