What is a naval?

It's where a large unshaven sailor takes you round the back... oh.. wait, no that's not it... damn useless dictionary! Last time I buy anything from a used bookstore.

"naval force" refers to a fleet of boats able to attack other countries over the sea.

obviously when adam and eve were born there were no other people before them and so they did not require armed naval forces.
as they grew older their children moved overseas and rebelled against them demanding that they recruit chancremechanic and saint nick to form a navy.

this would have been the first naval force.
