Should have been done a long time ago. Many countries particularly in Europe do not have automatic citizenship for children born to immigrant parents.

Here's a breakdown of birthright citizenship (jus soli) policies around the world:
Full Automatic Birthright Citizenship:

United States
Canada
Mexico
Brazil
Argentina
Chile
Uruguay
Pakistan
Lesotho
Fiji
Tanzania

Modified/Restricted Birthright Citizenship:

France (if at least one parent was also born in France)
Germany (if a parent has lived legally in the country for 8+ years)
United Kingdom (if at least one parent is a legal resident)
Ireland (if parent has lived there 3 of last 4 years)
New Zealand (if at least one parent is a citizen/permanent resident)

We have this thingy called the "US Constitution" which expressly states:

"All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside....................."

The SCOTUS stated in 1898(!) the following:

"the Fourteenth Amendment affirms the ancient and fundamental rule of citizenship by birth within the territory, in the allegiance and under the protection of the country, including all children here born of resident aliens, with the exceptions or qualifications (as old as the rule itself) of children of foreign sovereigns or their ministers, or born on foreign public ships, or of enemies within and during a hostile occupation of part of our territory, and with the single additional exception of children of members of the Indian tribes owing direct allegiance to their several tribes. The Amendment, in clear words and in manifest intent, includes the children born, within the territory of the United States, of all other persons, of whatever race or color, domiciled within the United States. Every citizen or subject of another country, while domiciled here, is within the allegiance and the protection, and consequently subject to the jurisdiction, of the United States."

This is not possible. All it accomplishes is bogging down the courts, distracting from other things, wasting everyone's time and money. This is what happened to Trump's "agenda" last time. He attempted to do things in counterproductive ways, then when nothing gets done, because he tries to put wheels where the seats should go, he will just blame others.

Signing this order proves he is unserious about solving problems.

Of course its not going to be immediate, and will likely take years, but more advanced countries that have a problem with immigration have fixed their problems. Are you saying that the US constitution is cast in stone?

They need 2/3 of both House and Senate. Do they have this?

If not, Trump is just promising that which he cannot and will not provide...again.

And even in the unlikely event he could get that, he'd still need the amendment to be :

"ratified by the legislatures of three fourths of the several states,"

This is a pretty lawless court, true, but it's hard to believe they would overturn such a well-reasoned ruling based on the explicit wording of the Constitution and an extensive review of the history by a SCOTUS from 126 years ago just based on an Executive Order.

A decision of the SCOTUS on a specific issue is "settled". IF Trump actually did put that provision in an Executive Order and tries to enforce it, the first Federal Judge it gets in front of will issue an injunction stopping it.
