Whoever they are, they come from France because that’s the shortest route. 22 miles across the Dover Strait is feasible in a small boat. Some have even swum it. Going through the strait of Gibraltar and around Spain requires considerably more resources and seamanship, to get to the UK. Whereas crossing the No. Sea from Denmark to Scotland is a rough passage indeed (been there on a 21-foot sailboat myself).

Are you sure there is a large number of EU citizens illegally crossing into the UK? I don’t see why Danes or Germans or Belgians would. Why bother? They can find work much more easily within the Schengen Area.
