Do you care to explain why Congress is giving states compensation for lost property taxes if the states have no right to the land? The only way the states could be losing property tax is if the Federal government has taken land rightfully owned by the State.
It's a welfare program for local governments. States aren't eligible for the payments and Congress could end the program at any time.

Your claims are baseless; the States never owned these lands.

That's quite absurd; if Congress in a fit of madness thought the land rightfully belonged to the States, they'd simply cede it to them.
