Since when is telephonic communication a given right in any country?
It is part of the liberal agenda pure and simple.
Plus it makes it easier to contact them to let them know what time they will pick them
up to get them to the voting polls.

Plus the fact that all cell phones are gps trackable.

Conservatives wouldn't go for subsidizing the poor for anything except the essentials: Food, water and shelter.

Even then conservatives wouldn't subsidize at as high a rate as liberals.

So no, I don't think conservatives would subsidize laptops for the poor. Subsizing laptops for oil companies, now that's a horse of a different color! I think many conservatives in the US would jump at the chance at the government giving even more money to oil companies!

Actually they wouldn't piddle around with that either. Earmarks, and/or laws that favor certain groups or industries, are where it's at for Republicans and Democrats alike.

So it's OK to waste money on programs aimed at subsidizing cell phone companies because the government wastes bigger bucks in other places?

No wonder this country is in such a mess. No one is willing to make a bunch of smaller cuts. All we can do is say "we can waste money here because it isn't much".

People with this attitude have no hope of being financially responsible. They are left to believe that they are in debt and simply can't do anything about it. A common attitude today to say the least.
