Yes. This is seemingly a thing.
Now, I don’t want to get all bureaucratic on the matter, but I can’t imagine that naked gardening adheres to Health & Safety norms.
That being said.. I do hope the neighbour does her front lawn today...

JMHO - This "thing" I think will prosper more in Europe and other parts of the world than the US. Europe and Asia are a bit more casual regarding public nudity. They throw people in jail for that over here.
