There's an annoying amount of confusion about the CO_2 emission figures, according to http://en.wikipedia.org/wiki/List_of_countries_by_carbon_dioxide_emissions total global CO_2 emissions are 24 gigatonnes; although the figures you are quoting refer to the years 97-98. Sometimes figures quoted are in gigatonnes of carbon (1 gigatonne of Carbon ---> 3.66 gigatonnes of CO_2) - I hope this is the reason for the discrepency as if world wide emmissions of CO_2 really have quadrupled in the last 10 years...
