Donald Trump already said he would not pursue legal action against Hillary Clinton, so there was no need for Obama to do anything. Sometimes things really are "that simple"

How do you pardon someone who wasn't indicted and charged with a crime?

This doesn't mean she can't (or won't) be indicted. If the investigation of Hillary had not stalled and effectively ended with a recommendation to NOT indict, she would now be free and clear of any possibility of facing future prosecution. Obama would have undoubtedly pardoned her but he couldn't, and now (starting today) he can't... King Obama is now merely citizen Obama.

However, my best guess is if she and Bill quietly disappear into the background and don't try to create problems for the Trump administration, no further action will be taken against her. And this is something Obama might want to think about as well, if he doesn't want The People looking too close into his own complicity in regard to Hillary's activities.

No, that's not right is it. When the Steele dossier became public Trump started talking about reopening the investigation. So keeping her head down is not necessarily going to help, as if more revelations about him come to light then he has an obvious way of attempting to distract attention.

Scot is an old word for tax - nothing to do with Scots - and is therefore not capitalised.
