So, the general assembly can mandate the executive to make various decisions on certain issues.
If a local authority or a health authority, or whatever, is mandated to do X within a legal framework, then X is the same as a law.
It’s not really rocket science.
In US law I’m not sure how it’s executed, but I would presume mandates are used in emergency situations with main-body reviews at a later time.
