A good point, tho my question was simplified on purpose for 'certain' posters to have to answer it straight out....which STILL does not seem to work.
My premise is based on the HR1 bill which does, indeed, provide references to this subject, all open to interpretation, I guess. In fact I like the way we hav in Germany, you have to bring both your invitation and your ID (But then having an ID is mandatory in Germany)
