Yes. he should be fired and should be under criminal charge for the second and third shots.
It's less clear whether the first shot was justified and thus whether he's guilty of homicide (assuming the first shot was the one that hit).
But regarding your opening point, when a policy officer tells you to get out of the car, trying to drive away is bad f-ing idea. This is so obvious it hardly needs stating.

He has to have a reasonable belief that deadly force is necessary to protect himself or others from death or grave physical harm according to the relevant Minnesota statute. I submit that the slow speed the car was going as well as his easy ability to avoid contact with it does not meet such a standard.

“Some of them were leaving, and they just went around her, but ICE gave her orders to leave, while at the same time, another ICE person said, ‘Get out of the car,’ and he reached for her door handle. And then there was an ICE agent in front of her vehicle. So it was difficult for her to leave, as she'd been ordered to do,” Callenson said.
“She turned her steering wheel toward the right. The person was grabbing her door handle, the ICE officer who was in front of her vehicle shot once from the front and twice from the side, hitting her maybe three feet away at the max. Because she was shot, and she was already trying to leave, her foot was on the accelerator, and she crashed into a telephone pole.”

If Good heard the conflicting orders, then he had reason to believe the driver was just confused rather than hostile, that may change things.

If her tires hadn't spun on the ice a bit as she stepped on the gas he would have had less time to move out of the way, and he would have perceived danger from the sound of the engine as well. I think a jury will give him the benefit of the doubt, especially when they consider the previous aggressive behavior and trash talking from the two women. That would have also effected his perception of how much of a threat he was facing.

Did anybody notice in the video how fast her rear tire was spinning ? She pushed way down on the gas pedal and if the snow hadn't been there to make her tire slip she would have crushed the agent.
