It's less clear whether the first shot was justified and thus whether he's guilty of homicide (assuming the first shot was the one that hit).

That officer was not injured by Renee. And they were legal American citizens. ICE just wanted to detain them for being difficult, not because they were illegal immigrants.
Shooting people while driving does not stop the vehicle. You can see that the car did not stop with a dead driver behind the wheel in the video footage. This is why law enforcement training says not to shoot at moving vehicles.
He shot her in the face 3 times. The vehicle kept going away from the creep the shot her which proves she tried to avoid hitting him. You are trying to revise history by making up a car hit that never happened. Shame on you.
