We did, but it was a mistake.
If you need to quarantine the elderly, do so, but no need to quarantine the healthy young people.
There, answered your thought experiment. People should choose to go to work or not.
What they are finding out as things open up in some states is, restaurants are not very busy. because people are still leery about coming out.
This is good. This is voluntary, the way it should be. Stay home if you are afraid., and go out if you are sick of staying home. No biggie, except to the control freaks
