A few years ago there were several reported stories, mostly involving men going into womens restrooms. Their excuse was that they self-identified as being women. Do you see nothing wrong with this, or does common sense only apply when it comes to what you personally experience?
So there are rules and guidlines that apply only to you, and everyone else must abide by different rules and guidelines.

I don't understand why Americans have such an obsession with public toilets anyway. Personally I'd separate urinals and stalls completely, put secure doors on stalls, and ignore gender altogether. "MEN and WOMEN" is as pointless as "BLACK and WHITE".

Public toilets in enlightened countries are usually constructed to make things difficult for both violent actions and privacy violations. If this is not the case in America, you should be lobbying your local service providers.
