Before we decide to further "beef up our military" please consider just a few reasons to stop blindly throwing money at every national security problem we face.
The Navy wants to decommission 9 ships, none of them over 10 years old, that cost 4.5 billion of our tax dollars. The 9 ships in question, part of a total group of 24 ships to be decommissioned, are described by the Navy as unsuitable for current needs.
Then there is the Lockheed Martin F-35 Lightning II. This program that became a black hole of technical problems, delays, technology that was obsolete before being deployed, and above all, money. It's been estimated that the F-35 has cost a staggering $1.5 trillion since its inception in 1996. Meanwhile, the plane is plagued by issues, including having trouble landing on aircraft carriers, issues winning dogfights, reliability problems and, ironically, vulnerability to lightning strikes.
In addition, price gouging, inflated executive pay-packages, and stock buybacks by fat cat defense contractors have been fleecing the taxpayers, while at the same time using scare tactics of perceived national security threats.

The Navy needs to shut up and learn to live with what they request, when given.

Most usually, these ships are 'weatherized'
and put into our 'moth ball' fleet, where they
can quickly be recalled should the need arise.
Interestingly, our last battleship, U.S.S. Missouri, 'Big MO,'
with 16 inch guns that could lob a volkswagen sized shell, 25 miles, and land it in a tennis court,
was mothballed and re-activated several times..
@earl-of-trumps saidNo, the LCS was intended to be a very fast shallow water ship which could also go in deep water (self-deploy) with a wide range of capabilities. That program has already been severely crippled because the weapons packages for the ship were cancelled.

Similarly the Zumwalt class destroyer was designed to use special ammunition which was later cancelled, crippling that project.
The Navy also wants to decommission some of our cruisers and submarines.
