Since when did encouragement = pressure

You anti-vaxxers and COVID minimizers have really went off the deep end. Even DeSantis was urging people to get vaccinated before he decided the votes in the Republican primary are in your camp; maybe he should be relieved of his duties and investigated for "coercion".
