Your post makes no sense except if you assumed it was being given away for free. Taxpayers aren't paying double; some of the crude oil in the Reserve is being auctioned off to private refiners - which should more than recoup the original cost of the crude.

18 million barrels of Biden's release were already authorized to be sold by Congress; the President is merely moving up those sales.
