Buying votes is easiest with mail in voting. There is nobody to see the transaction. A signature for cash or liquor. That is all the registered voter needs to do. The buyer of the votes will put it in your drop boxes. Thanks for making it even easier.

Buying votes doesn't happen. The voting system is secure. People are free to vote for whomever they want to vote for. The ballot is still secret. "Buying votes" is always problematic because you could take their money and then still vote for whom you want to vote for. It's impossible to track. How do you think Military troops armed to the teeth to kill actual EXTERNAL enemies, how are they going to react when they are not trained in crowd control? People WILL get hurt and that might be the troops as well.
